Can climate control systems/HVAC be installed in ANY structure?

I am toying with the idea of building a large structure similar to an indoor horse arena/equestrian facility and would like it to be climate controlled. The builders I am looking at do not offer any sort of HVAC with their structures so I'd have to get
You can always add on HVAC. You're going to need a commercial contractor, and get a good one. Hope you've got deep pockets.

What queers, transpeople and our allies should know about bill 157
Bill 157 , the "Keeping Our Kids Safe At School Act" came into effect on February 1st of this year. If you are a teacher, by now you should have been trained on it, if you're not, you may not have heard of it. If you are a queer, trans or allied student, you should know about it. If you are someone who has ever been identified (rightly or wrongly) by someone else at school, as LGBTT2IQQA you should know about it. Bill 157 offers some new protections, but there are also some things that students should be aware of. The big deal with Bill 157 is in the new expectations, which are: All employees will respond to any serious incident unless they feel that their safety is at risk. All employees will report any incident that may warrant a suspension or expulsion to the principal. Reporting will be timely - for staff in a school building incidents should be reported by the end of the day, for bus drivers by the next day. The principal must investigate all reported incidents. Written records will be kept of all incidents. Staff are required to report all incidents that they "become aware" of not just ones that they personally witness. The principal will inform the parents of the victim unless the principal feels that informing the parents may put the victim "at risk of harm from a parent or guardian". The act says "an employee of a board who observes a pupil of a school of the board behaving in a way that is likely to have a negative impact on the school climate shall respond" - the support documents (although not Bill 157 itself) make it clear that homophobia, gender-based violence, sexual harassment, inappropriate sexual behaviour and bullying are to be taken seriously and addressed. The bill allows the Ministry to create guidelines about how to support student victims.
